Biografia
Paulo Saraiva is Director of Data Collection and Management at Statistics Portugal. He leads the operational modernization of data collection and data management for official statistical production in Portugal, with particular emphasis on the integration of business and household surveys, censuses, administrative data, especially fiscal data, and other emerging sources. He has strong management experience and has been responsible for major projects such as the National Data Infrastructure, the 2021 Population and Housing Census of Portugal, and the 2019 Portuguese Agricultural Census. His expertise includes process-quality management in official statistics, with a focus on quality assurance, interoperability, metadata, coordinated production processes, and the efficient use of resources. He has contributed as co-author and expert to international work on multi-source statistics under the framework of the United Nations Economic Commission for Europe High-Level Group for the Modernisation of Official Statistics, including the Handbook on Multi-Source Statistics (March 2026). He is also a member of the Organising Committee of the UNECE Expert Meeting on Statistical Data Collection and Sources and has further contributed to ongoing work within the European Statistical System on access to privately held data.
