
Executive Director of the Latin American Internet Association (ALAI) since 2020. He previously served as Vice President for Global Engagement at Internet Society (ISOC) and was also member and Chair of the Board of Trustees of ISOC. He was one of the founders of the Internet Addresses Registry for Latin America and the Caribbean (LACNIC) and CEO of LACNIC for 12 years.
He has also served in other positions, such as in the Working Group on Internet Governance (WGIG), the Uruguayan delegation to the World Summit on the Information Society (WSIS), the Multistakeholder Advisory Group (MAG) of the Internet Governance Forum (IGF). He was Co-chair of the Executive Committee of NetMundial and Co-chair of Netmundial+10, as well as member of the steering committee of the IA Action Summit, France
Currently serves in several volunteer positions in organizations like: the Regional Center for Studies on the Development of the Information Society (Cetic.br), CETIS, Global Cyber Alliance, the United Nations Educational, Scientific and Cultural Organization (UNESCO) and Internet Society-Uruguay (ISOC-UY).
Raúl has been recognized with national and regional awards for his outstanding contribution to the development of the Internet and for his work in the digital transformation both in Uruguay and Latin America: “Trayectoria” award presented by LACNIC in 2014, “Julio Granato” award in 2014 presented by the Uruguayan IT professionals Association and eCommerce Institute award in 2024.
